Location: Any country where Oxfam has an established office or can legally hire/contract

Contract: Fixed term, 2 years

Grade: C2

Team: People, Culture and Wellbeing, within the Care and Core Operations hub

Hours: Full time

Flexible working: Available, arrangements discussed individually

About the team

The Care and Core Operations hub houses the functions that keep Oxfam running: IT and Digital Services, Finance, People, Culture and Wellbeing, Integrity (Safeguarding, Risk Assurance, Legal), and Global Operations and Accountability. The People, Culture and Wellbeing team provides HR leadership across the Confederation, covering talent attraction, employee relations, total rewards, wellbeing, and talent management.

About the role

The P&C Business Partner acts as a strategic advisor to Hub Directors and management teams, translating organizational priorities into people focused solutions. This role bridges HR and business operations, ensuring talent strategy supports business goals directly. It reports to the P&C Business Partner Lead and oversees one HR Officer.

Key responsibilities

Strategic partnership and advisory

Guide business leaders through recruitment, employee relations, retention, change management, rewards, and staff development

Serve as the primary HR advisory contact, including performance and grievance management

Oversee contract management, staff hosting, and relocation

Coordinate with internal HR teams, affiliates, and shared services

Strategic HR planning

Lead workforce planning, talent development, and diversity and inclusion priorities

Translate business objectives into HR action plans

Advise on job grading, compensation, and organizational design

Leadership on HR initiatives

Support change management training and communications

Manage complex employee relations cases, investigations, and disciplinary processes

Oversee policy development and system implementation

Data driven decision making

Use HR analytics to identify trends and inform decisions

Maintain accurate HR data and records

Talent acquisition and wellbeing

Lead recruitment, retention, and succession planning initiatives

Partner with hiring managers on talent strategy

Champion diversity, equity, and wellbeing programs

Policy compliance

Review and improve HR policies in line with best practice

Liaise with country HR teams on regulatory changes

People management

Coach and support the HR Officer

Conduct regular check ins and performance reviews

Person specification

Essential

Strong strategic thinking, able to translate business goals into HR initiatives

Solid HR generalist background covering recruitment, DE&I, wellbeing, employee relations, learning, and reward

Experience working across complex, international environments with diverse stakeholders

Experience liaising with local lawyers and interpreting employment law across country contexts

Strong track record managing employee relations casework

Exceptional influencing and leadership skills, able to build credibility across cultures

High emotional intelligence, resilience, and comfort operating in ambiguous, fast paced settings

Meticulous attention to detail with a can do mindset

Desirable

Strong fluency in English, speaking, reading, writing, and listening
